8. Issues pertaining to garbage collection, landfill use need to focus on recycling that should be done but isn't. We should
not be doing away with tipping fees before assessing these fees as "part of the problem". If tipping fees are part of the problem, we should consider a "no tipping fee week" more than once a year instead of just outright doing away with them altogether. I own property in the country and illegal dumping is already something I am personally familiar with. We need to understand why people are dumping illegally via an anonymous survey and then go from there. I am not for extending the period of time between trash pickups. Many taxpayers are not aware of what they can already bring to the dump for free and in these issues, education is always key. Ask those who do the work and they will gladly provide input as to what needs to be done. If recycling is a problem, let's do as one municipal employee at a local dump site told me... move to transparent bags and get rid of the dark ones in order to force proper re-cycling. If too many stops is costing us too much, let's look at pooling stops by having households that are close enough to each other put their trash together to make one stop instead of two or three. Often, driveways almost touch one another and simple solutions can go a long way especially if we already know that most residents don't use all their trash allowance anyway. To get to the core of the issues, you need to ask the people who are doing the work what they see as the major problems and go from there. You can't just make recommendations without asking the proper questions first of persons who best know the issues and can best help solve the problems by providing their input.
