9. Store hours... I believe it is up to the store owner to determine hours of operation, provided that the Constitutional rights of employees are not violated (i.e., freedom of religion, etc.). If the municipality feels additional police resources may be needed if stores decide to remain open at night, etc., then provisions for additional security requirements (i.e., cameras, etc.) can be made to help with any issues pertaining to potential increases in crime which would result in greater use of municipal resources. If this municipality wants to move forward and attract businesses, it should not be regulating store hours as it currently does. Such policies are outdated.
10. On cost savings... there are many things to look at... but I think one of the key ones is ensuring persons in key roles are actually qualified to do those roles because having persons who are not properly qualified in key positions, in my opinion, is clearly costing this municipality in hidden legal fees, lawsuits, disclosed and undisclosed settlements, etc. There is much I can say on this issue, and, in my opinion, it is one we need to look at seriously. In my opinion, too many are fighting the municipality and that should send up many red flags. If City of Greater Sudbury is one of the only municipalities in Canada to have title insurance caps, we need to ask ourselves why! Is the problem with the fact that we have too many bad residents not following the law... or could it be that we have too many bad administrators not doing their job? I am of the opinion that it is the latter based on my personal experiences and my documentation of issues pertaining to this very matter. Lawsuits are extremely expensive... often with outside law firms being brought in. We need to look at why this municipality seems to always be fighting its residents and in my opinion, that means auditing the legal department!
