THE BASICS
The persons who sat on council and did NOT know of problems with building services were few indeed... The issues first surfaced under the council of John Rodriguez... and as such, most of that council knew of issues. Mayor Matichuk only officially learned of issues in building services on her first or second day in office although I had sent her an email prior to her actually taking office.

New councilors (not there under Rodriguez) but under Matichuk were informed in early 2014. Terry Kett, however, was accidently left off a key distribution and as such, I can not confirm what he knew while on council. As a councilor, however, he had duties under the Municipal Act in matters pertaining to the methods, procedures and policies that council is supposed to ensure are in place to enforce the decisions of council. Thus, if council and/or the municipality allows persons in building services to provide alternative solutions, etc. in matters of structural integrity, council should make sure appropriate methods, procedures and policies are in place and they should ensure that persons recommending "proposed fixes" are actually qualified to do so. In other words, there should be internal controls in place, and in my opinion, they were virtually non-existent.

Persons who replaced Joe Cimino and Fabio Belli were not made aware of the issues with building services by me. I can only hope that council saw fit not to hide these serious issues from new council members who filled these two vacancies - Gerry Mcintaggart (Ward 1) and Al Sizer (Ward 8). To my knowledge, these two persons knew nothing. If I have so much difficulty with councilors who did know and who are seeking re-election, it is because I find it almost nauseating to hear them speak of integrity knowing they have yet, in my opinion, to say anything publically to/voters in these matters. My definition of what constitutes integrity is in my opinion very different than the measuring stick used by these same councilors.
